Biography of the President

Cengiz Kovaç is a professional specializing in public administration, information technology, and digital transformation. He currently serves as an Information Technology Expert at the Ministry of Internal Affairs of the Republic of Kosovo, where he actively contributes to digital transformation initiatives, information systems management, institutional capacity building, and the modernization of public services.
He began his career in public administration in 2011 at the Ministry of Public Administration of the Republic of Kosovo, serving in various positions within the Minister’s Cabinet. He later continued his work at the Ministry of Internal Affairs, contributing to human resource management, information systems development, and institutional digital transformation processes.
In addition to his public sector career, Kovaç is actively involved in civil society. He is among the founders of the Kosovo Youth Union Association (KGBD) and has served as its President since 2016. In this role, he has led numerous national and international initiatives and projects in the fields of youth, education, culture, digitalization, and community development, while also contributing to the strengthening of international partnerships and the representation of the Turkish community of Kosovo on international platforms.
Kovaç began his social and political engagement at an early age. In 2002, he became a Member of the Executive Board of the Turkish Democratic Party of Kosovo (KDTP) and was among the founders of the party’s Youth Wing.
Alongside his public and civil society activities, Kovaç is also active in the field of technology entrepreneurship. Through KOSOVA.VIP, a company he founded, he provides professional services in web technologies, software development, digital transformation, and institutional digital solutions.
Cengiz Kovaç continues to contribute to digital transformation, youth empowerment, sustainable development, and social progress by combining his experience in public administration, information technology, and civil society leadership.
